The Housing Authority of the City of Los Angeles (HACLA) announced the Board of Commissioners voted to appoint Doug Guthrie as the Authority’s new President and CEO.
"In selecting Doug Guthrie as permanent CEO, HACLA's Board of Commissioners has chosen a nationally recognized leader in the public housing field," said Los Angeles Mayor Antonio Villaraigosa. "Doug provided strong leadership at the LA Housing Department and has already undertaken the serious work of instituting reforms as Interim CEO of HACLA. I am confident Doug is the best person to continue making positive changes at the agency, which will benefit the Angelenos who depend on its services and success."
The Board of Commissioners appointed Mr. Guthrie as the Interim President and CEO of HACLA in December 2011. He joined the City as the General Manager of the Los Angeles Housing Department in December 2009, where he oversees a staff of 600. In that capacity, he manages the City’s primary affordable housing development programs which address affordable housing, transit oriented development, supportive housing for the homeless.
“The board conducted a robust national search, with significant input from key stakeholders,” said HACLA Board Chair Mitchell Kamin. “Among the qualities we sought were substantial leadership experience and professional accomplishments, the highest ethical standards, creativity, humility, the ability to work effectively with public and private partners and a profound dedication to enhancing the lives of our residents. Doug Guthrie has demonstrated all of these qualities throughout his distinguished career, in which he has dedicated nearly four decades to the creation of affordable housing. We are all looking forward to working with Doug as we continue to pursue HACLA's vital mission.”
Before joining the City of Los Angeles, Mr. Guthrie was the President of Kimball Hill Urban Centers in Chicago, Ill, a developer of large scale mixed use and mixed income housing developments. Mr. Guthrie also held various positions in the City of Chicago, including Chief Operating Officer of the Chicago Housing Authority and Deputy Housing Commissioner.
He began his career working for the U.S. Department of Housing and Urban Development.
Mr. Guthrie received a BA Degree in sociology and Masters Degree in public administration from Kent State University in Ohio.
Over 50 candidates applied for the position of President and CEO. On Friday, March 2, the Board conducted a public candidates forum at St. Anne’s with the two finalists, Mr. Preston Prince from the Fresno Housing Authority and Mr. Doug Guthrie.
