Laura Whittall-Scherfee has been appointed by Governor Jerry Brown to serve as the Deputy Director of Financial Assistance at the Department of Housing and Community Development (HCD). Whittall-Scherfee has over twenty-five years of experience in commercial, multifamily and residential mortgage lending, program development and program management.
Between 1995 and 2012, she worked at the California Housing Finance Administration, rising to the position of Housing Finance Chief. There, she managed staff involved in underwriting loan for mentally ill and homeless populations under the Mental Health Services Act. She was also responsible for staff underwriting and approving the disbursement of approximately $1 billion in funds through the New Issue Bond Program and the American Reinvestment and Recovery Act She also has seven years of experience in the private sector, working with commercial and residential loans.
Most recently, Whittall-Scherfee served as a Special Advisor to HCD Director Linn Warren, since his appointment to lead HCD in February 2012. At HCD, Whittall-Scherfee will oversee the department’s division of financial assistance, which includes funding programs for affordable housing, the Federal Community Development Block Grant program, and Enterprise Zones. In recent years, HCD’s Division of Financial Assistance has awarded nearly $2 billion in voter-approved funding from Proposition 1C, and continues to finalize housing deals and monitor funded projects.
