The Southern California Association of Nonprofit Housing (SCANPH), the voice of the affordable housing industry in Southern California, has endorsed three key statewide ballot measures and one local LA County measure in the November 2020 election. As the leading proponent of affordable housing in our region, SCANPH’s advocacy efforts have contributed greatly toward assisting the financially vulnerable in our communities since the mid-1980s.
SCANPH has endorsed the following November 2020 measures:
Proposition 15: Schools and Communities First
Proposition 16: Opportunity for All
Proposition 21: Rental Affordability Act
Measure J: Re-Imagine L.A. County
SCANPH is opposed to the following measures:
Proposition 19: Property Tax Transfers, Exemptions, and Revenue for Wildfire Agencies and Counties Amendment

Proposition 15
This measure would create a split roll property tax system in California by changing the assessment regime just for commercial property. Commercial and industrial property would begin to be taxed based on current market value. As a result, cities and counties in the SCANPH region will receive significantly more funding for social services, which can be used to reduce homelessness, build affordable housing, and address other pressing social needs.
Proposition 16
This measure would repeal 1996’s Prop 209, which banned affirmative action statewide. Prop 16 aligns with SCANPH’s values of racial and gender equity and justice—in housing and in all aspects of life.
Proposition 21
This measure empowers local governments to establish rent control for certain residential properties over 15 years old. SCANPH believes that by limiting rent increases, California can stabilize communities, prevent the displacement effects of gentrification, and preserve naturally occurring affordable housing..
Local Ballot Endorsement: LA County’s Measure J
This local Los Angeles County initiative would require the County to dedicate at least 10% of its general fund to community programs and alternatives to incarceration. SCANPH is in support of advancing significant funding increases in LA County to address the affordable housing shortage, homelessness, and other community-based priorities.
