SCANPH has a long track record of building public sector capacity to support affordable housing production goals through technical assistance, grant support, policy expertise, and educational programs. While we have conducted this work for many years, we codified these services through the establishment of a consultancy division in 2021. SCANPH now has two full-time employees devoted to providing consulting and technical assistance services, with particular expertise in supporting jurisdictions.
SCANPH’s longstanding advocacy and programming work remains dedicated to securing financial investment – as well as favorable land use policies – for affordable housing and homeless solutions, but undoubtedly, the policies, funding mechanisms, and activities pursued by jurisdictions have a direct impact on accelerating affordable housing production. SCANPH’s consulting division uniquely provides an implementer point of view due to our unrivaled access to the insights of our membership spanning the entire affordable housing industry; therefore, through our consulting services, local planning activities are better guided by experts in the industry.
SCANPH is responsible for informing all 2,500 of our members on pertinent federal, state, and local funding and closely monitors these opportunities; as such, we are a trusted voice and partner to both agencies and developer members due to our longstanding technical assistance expertise. SCAG:
Southern California Association of Governments (SCAG): SCANPH serves as the sole project management contractor supporting SCAG on the REAP 1.0 program, and in this role, we alone have the relationships, knowledge, and project oversight of a range of planning activities aimed at increasing housing production being pursued by several Southern California sub-regions; secondly, due to our management of the REAP contract, SCANPH has been providing technical assistance to jurisdictions as part of that agreement, which has allowed us to expand upon this work with a second contract to provide grant writing technical assistance to selected jurisdictions in need of support to increase the potential of applicant awards.
LACDA:
Los Angeles County Development Authority (LACDA): SCANPH is the leading regional advocacy entity in Southern California for engaging the affordable housing industry in training and technical assistance. As part of our contract with LACDA, SCANPH convenes educational workshops and seminars to educate both jurisdictions and the broader affordable housing development community, with more than 25 such workshops conducted annually.
SBDO County:
San Bernardino County Housing and Community Development Department: SCANPH was contracted to foster greater coordination and information-sharing among agencies across the county, as well as build awareness of county and state funding resources that can support local housing goals, homeownership opportunities, and more. We are the only policy and advocacy entity in that county with such an established relationship and direct ties to jurisdictions on supporting their housing goals with ongoing feedback and program creation.
